Can I repair dropouts on a steel fork ( spin out )?

I take it you were not using torque arms.
Do you know how to weld?
 
How high of power and were you running just 1 torque arm?

I recommend 2 torque arms for front motors above 500w because the axle interfaces are typically very weak compared to the rear.

Yes, many can be repaired, but I wouldn't touch any customer's forks that looks like that one. Alignment is critical - both for steering and disc caliper-to-rotor. Any decent repairman would charge you more for the repair than a replacement fork. Get a new fork.
