I'm making a ebike with a 350W Unite gear motor. It has an 11mm output shaft with a key, and I am trying to find a freewheel sprocket for it so that the motor won't turn when I pedal. Is there one? I've been searching for a while and can't find one that small.

closest you will find is one with a 5/8" shaft diameter like this one:

and add a sleeve to adapt between the 11mm shaft and the 15.875mm (5/8") ID of the adapter. the outside of the adapter is threaded 1.375" X 24tpi for standard freewheels. i would just use a couple of set screws to secure the sleeve to the 11mm motor shaft.

Staton-Inc. also has the same thing with a 7/8" ID. that may be even easier to make if you intend to use keys.

If you want to use a small BMX freewheel, you'll need an adaptor for 30mm x 1mm threads.

DK used to make a 12t freewheel. If you're lucky, you might pick one up secondhand...

ACS Crossfire is available in 13t. https://www.jrbicycles.com/storefront/index.php?act=viewProd&productId=3746

Would the 13t Odyssey bmx freewheel fit on the sickbikeparts freewheel adapter? On the website of the adapter, it says the threads are 1.37 x 24 TPI. I'd prefer to order from them because I am getting other parts from them as well. Sorry for all the noob questions

13 tooth is dodable using 30mm metric thread adapters. Stanton Inc. also carries these 30mm adapters for a 5/8" axle.

same deal. you just need a sleeve to adapt it.

Sick Bike Parts only has one that will work down to 16 tooth sprockets.
