Add Potentiometer to Change Charger Volts

You have to find the PWM control chip, then identify the feedback pin. That feedback pin will have two resistors on it forming a voltage divider. Calculate the division ratio; that will give you the internal reference. (i.e. if it's a 20:1 divider, then the reference voltage inside the PWM IC is 4.3V.) Use that to calculate a new resistor network. Alternatively put a pot between the two resistors and the feedback point, but that means either lifting leads or cutting traces.
