APT72400 and QS hub motor not starting

Righto, now we have batteries giving 72 volts+, we have connection to the controller, tested with dc voltmeter, we have a throttle connected to the controller as required, we have 3 AC connections from the controller to the motor, we have connected the hall sensor plug.

We turn the key and twist the throttle and nothing happens. Our AC voltmeter says nothing is coming out of the controller.

What have we left out?
Controller is APT 72400
