If it's in a good condition, real Shimano 105 parts, not run down too much, not rusted, all working and decently maintained then it might make sense. But if several parts need replacing then you can easily pay another $200 or more for just bringing it to working condition. There are many roadbikes available on ebay or so within that budget, compare your options. Go for something in a good working condition, or get some bike mechanic to check it out for you.

For an e-bike conversion, or just as a pedal bike? In either case, tire size restriction will limit its versatility and ruggedness. That bike won't take more than 28mm tires unless you switch the wheels to 650B or 650A and change the brakes for longer reach. Not cheap.

It's not bad value, but not great, once you budget in at least $200 worth of tuneup to set it in proper condition.

If you're doing an e-bike conversion, note that drop bars don't get along with most e-bike controls, and it's expensive to swap to a different format.
