Is this hall sensor failure if the motor is studdering at medium to full RPM without nylon gear installed. Running on stock controller. No load current also is too high at 1.6A.
According to debodgery channel on YouTube it's noisy hall sensor

Tried spare motor core which is not stuttering and has 0.7A no load current.
 
Yes, most likely, but there are some other possibilities. Depending on your model, it may be possible to test the hall sensors using a voltmeter and a 9v battery for power (or suitable 5v source).

Fractured IPM rotor magnet could be another possibility?
Although it's typically harder to fracture magnets if they are glued to something or incased.

The behaviour seems similar to a different motor in the link below.

False positive or incorrect wiring is said to be the cause of higher than normal no load current.

Thermal shock from cooling the stator to -18°C and then heating to 65°C might when trying to remove the aluminium housing might have damaged the hall sensors?

Cleaning and squeezing the spade connectors didn't help.
Hall sensors seem to be normal.
Only newly installed skf 629 bearing has become excessively stiff and feels dry.
After swapping the rotor no load current dropped from 1.2A to 0.8A and random jerking stopped.
Now when trying the spare stator and rotor again it doesn't sound as smooth anymore but more similar to the original motor core but without jerking.

Hall signals look great.
Maybe it was just a bad bearing? Usually they start making noise when they go bad. It would probably get hot also.

Daggs said it's normal for skf bearings to go stiff initially.
Actually the spare motor core also jerks randomly at full RPM.
Maybe it's normal for these motors when unloaded due to torque ripple?
