Might try EM3ev. He had 20 ah a123 pouch cells at one point. Headways should handle it as well.

I would buy a Cellman A123 battery. He does test before making the pack. www.EM3.ev I don't think you want loose cells and try to build a pack and balance it plus match the cells ect. Install BMS. Plus. Just buy a plug and play battery.
