Is it the same 33km/h when on ground? If so, it's speed limited by the controller, and replacing the controller with an unlimited one of the same specs as the existing one (voltage, current limit, etc) would let you go as much faster as the motor winding vs battery voltage and controller power allows.
If not, it's probably limited by the voltage of the battery and the total power that battery can provide to the controller and motor, and the controller's current limit. In this case, you'd have to replace the battery with a higher voltage battery proportionally to the difference in speed you need from what you have, *and* a controller that can handle that voltage and provide the total power required to go that speed under the terrain and wind conditons you have. If the motor can't handle that power then you would need to replace it, too.
