Which is better?

Extending the bolts used on the frame to disc brake mount?
OR
Extending the bolts used on the disc brake mount to caliper?

All I have to do is the first one, I was thinking using washers between the frame and the mount, but it is possible to use a metal plate instead which might strengthen the modification.
 
It is much better to make an adapter. Spacing with washers is only good for fine tuning, thick spacing with washers always result in high maintenance. Using 0.25 thick alu for IS, 0.5 for post mounts. One who is familiar with an angle grinder can make a custom caliper adapter in half an hour, maybe 4 hours to make one very fancy.
