Downgrade Tongsheng 500w

Hello, I am using a Tongsheng TSZD2 48v 500 motor. I bought this motor only with the idea that 48v would give me a larger battery, thus a bigger range.
I just learned that altough I have the computer set to a max of 25km, a motor larger then 250 watt is illegal in the Netherlands.
I read somewhere that all Tongsheng motors are basically the same and that the only difference is the firmware. Could it be possible to downgrade the firmware in order to create a legal motor?

I wouldn't worry about it as the 250w ruling is very nebulous and all the manufacturers products easily exceed that wattage. Just ride responsibly and respectfully.
 
A CAv3 can set a current limits if your controller can't, or just speed capped.

Level 1 for lowest speed most efficient "limp home" mode.

Level 2 for "keep me legal"

Level 3 for when you want/need full power, tell the cop for off-road only.

 
And I guess you know that higher voltage reduces range right?

Has nothing to do with the kWh size battery you can carry.

The EU law and so also Dutch law describes a legal ebike with possible motor assist until a speed is reached of 25 km/h and a Nominal power under 250W. They don't mention the maximum possible power.
Nominal power is the power that is when the motortorque is most optimal and constant so the heat dissipation will be minimal.
Maximal power could be about twice the nominal power and is less efficient and will be used a shorter time and the motor temperature wil rise.
You understand that it isn't easy to measure these values on the fly, because mostly your motor is already warmed up and it depends also of the weather conditions.
You can measure a power/torque curve, but that isn't the most interesting part, because with a lower nominal power it is also possible to get motor assist above 25 km/h.
So more important is the maximum assist speed of 25 km/h that can't be increased by the user.
It must be impossible to rise the speed by changing the display settings.
This is not the case with your setup now, because you can change easy the max. speed on display.
If you are not happy with this, you can try OSF.
With that firmware it is possible to setup the motorspeed street legal at startup and you can't change this the usual way on display.
But..... OSF is flexible enough, to override the street legal mode if you want this for off road mode.
