An E-Bike hub motor often has an internal planetary gear with a freewheel. So there is no drag of the gears and the motor, if you are coasting. The motor is not turning, if you push your bike by hand. The freewheel engages only, if you are pushing backwards, or the motor is running forward.

Scooters are using so called direct drives, that have no gear and no freewheel. So they can run in both directions and can break by regeneration (short: regen).
