I was watching this video about a power assist electric wheelchair called E-motion, and caught this scene of an electric train (i presume somewhere in Germany?) with a small platform on wheels in front of it with bike racks to park bikes.

The wheelchair uses lithium batteries in each of the hubs, and apparently it is carried in cargo of commercial passenger planes, without any hassle. So perhaps whatever this company is doing would work for getting other personal mobility devices (such as ebikes) on planes. I spoke to someone that that uses one, and they said they spoke to people that have taken these chairs on planes all over the country with no problem.
