Probably, but there are a lot of people that have no interest in a "wimpy" ebie, and want something powerful, even if they can only use it offroad (or at risk of law enforcement action).
And for another lot of poeple, "legal" is nearly useless--let's say for someone in a mountainous area of the EU that must haul heavy cargo (or a bunch of kids) up long hills--a teeny 200-250W motor wouldn't be good enough by a longshot. (even here in flat Phoenix, the stuff I ahve to haul sometimes would be impractical to do with only that power--fortunately we have no power limit here, only speed limit).
Additionally, "legal" power is different in different places, so the only way to make a "compliant" image set is to only show the very lowest power and speed that's allowed anywhere that still allows ebikes at all.
If the only bikes we ever displayed were the lowest power and speed that was legal "everywhere", I doubt very many people would want to come into ES based solely on those.

Those they can buy pre-built from a number of places (even though lots of them are junk).
I prefer to stick with the legal speed limits (because I can't afford the tickets that would come from exceeding them should they choose to enforce them with me), but I have to say that even if they did institute a power limit here, I probably wouldn't be compliant with it unless they were literally stopping every ebike and testing it, since most likely it would be less than 750W, and what fun is that?
My opinion on the speedy bikes is mostly that it's up to the individual to decide if it's worth the risk to life, limb, and liberty to build and ride such a thing. Best we can do is point them to all the "I'm a noob and I wanna go 50MPH" threads, and let them see how much it's gonna cost to do it, and let them decide. :/
