1C or 2C charge is pretty standard. The important part is CV at 3.6 until current falls below 1/20 C. You asked about a 3.65V cutoff. This is OK for workaday charging and balancing, provided charging is cut off soon enough. If voltage falls to 3.60 or lower within moments of stopping charge current (without the aid of a load), you are fine--you're just not set up for a precise test.
Balancing hobby chargers are great for day to day work with batteries, but for controlled tests I always use bench supplies (or very expensive cyclers if testing larger modules). The hobby charger would be fine if you could control the parameters finely enough, but this does not seem to usually be the case. A proper test usually demands a good bench supply for charging and a well-calibrated load for discharging.
