I have two new never ridden e bikes that have been sitting in a room since April the batteries are completely drained what kind of 0V charger do I need to jump start them ?
 
For any battery chemistry I’m aware of, 0V is dead. There’s no recovering from that.

Your battery has a pair of two fat wires, and another pair of two skinny wires, protruding? With sockets on the ends? And he measured these?

If you take readings behind the BMS, you should find that it isn’t 0V.
 
An ebike charger, the ones that came with the bikes, should be used to recharge the batteries.

There are safety circuits in the battery that isolate the internal cells from the outside world if they get too low in voltage, That's why you read 0 v, because nothing is connected to the discharge connector, If they have not gone too low, recharging the battery will recover it.

If recharge doesn't work, maybe these never used ebikes still have a battery warranty?
