My Super Soco TC Max use VEC300 controller and I'm triing to study all the software parameter but I really don't understand what is "Speed Parameter settings". Anybody know what is?

The max rpm is that.

Acc and Dec might be max values too. Watts or Amps. But 12 and 8 Amps doesn't seem appropriate for that e-motorcycle
