Help with battery problem 48v

My battery is showing 51vdc the charger is also showing 51vdc when tested with my multimeter. The charger light stays green. Controller doesn't swith on the display. I bought a new controller and display KT 20Ah but this also doesn't work. Any idea what might cause this and how would i test. thanks
 
Does the new controller/display have its own harness between display and controller. or are you using the old one?

A new controller with its own display, properly connected is going to turn on if you give the controller power.

1. If it doesn't turn on, you didn't give the controller power. Try to measure the voltage at the controller red./black to see if the power is there.

2. If you used an existing harness between the display and controller, then that harness wasn't carrying power.
 
Good point i'm using the existing wiring harness that is untested. It is the julet type and harder to put a meter on to test. I'm also curious to why the charger stays on green, but maybe it's because the battery is fully charged. I have a spare battery but its 38v and has a different connector. it would be the logicat thing to get a x60 connector for it.
 
The Battery, when opened, had a good reading on each group of cells. With ref to 0v they adding to the Total voltage. (first pack 12v, second 22v.....last pack 51v). I can't test the BMS as it's really Jammed into the cell enclosure and i don't want to force it.
