Are you able to provide more information about the scooter, brand, model, etc? Where did you read about the global version? Can you provide a link?

In your pic, the controller is the silver box under the circuit board shown in the pic. Is that board usually covered or are the electronics exposed like in the pic? It looks sort of like the board is hot glued to the controller.
I also see what appears to be an input connector with several conductors, and an output connector, with possibly the same conductor wiring colors. Can you verify whether both connectors have the same wire colors? Can you also trace the wiring and see if one set of conductors are an input to the controller? Also, can you trace the other connector to see where that leads (display?).

It's possible that this additional board is inserted between the normal/unrestricted version controller and display and used to somehow limit the speed. The pic isn't good enough to trouble shoot with, but with your eyes, you may be able to convey additional information that may help.

You might try checking on the Facebook site:

I searched around and couldn't find it. There may be a wire or jumper on the circuit board, or there may be a way to program it through the display.

tried to enter P setting but there is no button or combination of two buttons or brake and button option to enter P setting , also there is no direct speed limiter plug , maybe a three combination connector that need to be removed but didnt find this one either , thanks for your consideration tho
