How to test controller?

Request to the ES bright minds...

I bought an "as is" 1000 watt Evader chinese scooter for $200 thinking it would be a simple fix. The guy said it had problems from day 1, took it to a workshop but they couldn't fix it. I ripped it all apart, connected up a bank of 48v but not getting any action. I suspect the workshop may have fingered the controller. Is there a simple way I can test the controller before I consider getting a new one?? Thanks in advance for any tips

What, specifically and exactly, does it do, or not do, that it shouldn't be doing, or should be doing?

Without us knowing that, can't really suggest much in the way of testing (or rather, it would be pages of steps of testing).
