Hub motor is stuck

So, my frustration with this generic rear hub motor continues.

A few months ago after riding in the rain, the motor began to cut out rapidly, reducing my top speed to a jerky 10 mph. I let the motor and controller dry out for a few weeks and it began working again. Soon after that, the freewheel that came with the motor began spinning freely in both directions, preventing me from pedaling. So I took off the motor/wheel and it sat in my basement for a couple of weeks until I installed a new freewheel.

After installing the wheel back onto the bike, I realized that I cannot spin the wheel in either direction. So I tried connecting the controller and when I apply throttle, I hear a light clicking sound coming from the motor, but there is no rotation.

Does anyone have any ideas on what this could be?

You sure you plugged back the phase in correct order ? Crossed phases / hall could explain a stuck motor. If you can even spin the wheel alone (no controller) it could be shorted phases.

I cannot spin the motor either with or without the controller. The phase wires use a 9 pin connector that goes together one way, so I don't think they are shorted.
 
You may have the freewheel or the other end of the motor stuck against the frame, Not uncommon to leave out a spacer. Sometimes a replacement freewheel is wider than the one it replaced.
 
Rusted internals of the motor
Something inside the motor, maybe a bolt got loose and jammed up.

Phase wires touching would still spin, just way more drag.

Open up the hub motor and see.
 
Did it really have time to rust enough to lock?

DD hubs have very few parts that can lock. I suppose it is a geared hub then. In any case, it will have to be opened, or replaced if it is cheap and you value your time. When I was using smaller motors, a new one was ordered even before opening the one that had failed.
 
I'm betting its the freewheel jammed on the motor cover.
