Don't think the report said. I'll guess just "floodies"- PbA. In `48 England still had gas rationing in effect from WW2. And his car looks "small" but this was a period that intro'ed lots of (fuel-efficient) "microcars"

Eddie A. Lukov was killed by an electric car in Vancouver in 1904. He was ten years old.
There's no information to confirm it but I suspect it was an electric street car. Private automobiles were rare.

`Spect yer right. Tram not auto. Eddie would have been far more likely to have been run down by wagon or carriage but that would have been unremarkable...
