KT36/48 Controller programming blocked

Hi all :)
Purchased my first ebike, was looking to change the default starting "gear" when starting on the bike. The default is 1 and i would like to change it to 0, as my daughter loves to press the throttle (limited to 6km/h but still :)).
I have the KT-lcd-8h screen and kt36/48zwsrd-jqy04 controller.
When entering into the parameters config screen ("+"&"-" when starting the bike), i cant change any of the settings, they are "Stuck". I assume that its blocked for some reason but i couldnt find what's blocking it. (the manual dont even mentioned such feature:))
Can someone assist on understanding how to "unblock" the controller for programming ?

Are you navigating through the parameters using the + and - buttons and hitting the on/off button when you get to the parameter you want to change?

There's 2 menu systems. The first is accessed with the up and down buttons during the first 15 seconds from the time you power it on (right away!). This is where you want to be to change the default startup.

The second menu is accessed using the up and down buttons AFTER waiting at least 15 seconds. This is where you would want to be to do something like resetting the trip meter.

Yes, this is how im doing it, starting the ebike and then immediately pressing "+" & "-" to enter the parameters menu. The issue is that when im trying to change the values (navigate to the parameter and then hit "on/off" button") it seems like its stuck (cant change the value).
Important to say, that here in Israel the bike is restricted to 25km/h, so i assume that the configuration is blocked some how.
I dont want to change the max speed but other settings.

Try this , power button long press turns display on . Then power button short press to to each general setting. After last general setting ( units ) wait for display to stop blinking , and then press both up and down arrows at once to enter Parameter settings.
 
Restricting speed isn't unusual but I haven't heard of not being able to change settings in a KT controller. I assume it's possible though. If you follow the steps in the manual I linked and still can't change settings you could always get a new controller from an online seller. It's a small one so it wouldn't be terribly expensive but delivery times are long. Just make sure it's the same brand and has all the same connections.
 
Just to clarify a bit. Your able to navigate through the menu/parameters ok, but when you get to the one you want to change, you're unable?

I suppose it could be password protected, but I've never had to deal with anything like that. Is it asking you for a password?

Have you tried a factory reset (C10=Y)?

Yes, its a factory e-bike using KT components.
Purchased in Israel, the brand called "Koning" (english link: http://www.koning.co.il/en/product/electric-bicycle-koning-spider/).

Yes, its a factory e-bike using KT components.

I've purchased the "pro" version, its the same bike but with disk brakes, 15.6Amp battery and a better LCD display (that's the LCD8H model).

What is General Project Setting for Maximum Trip Speed set to, and can you change that?

If it's set to 25km/h (as advertised) and you can't change it, then it would be a good indication that the firmware is locked.

Unfortunately all the settings are locked, not only the max speed.

So just to be clear, the settings are blocked due to a firmware restrictions on the display ? not on the controller ?

Update !
LCD screen is blocked for changes due to official government requirements, any change of configuration requires to copy configurations from another LCD screen (unlocked version).
