limitation for a throttle ?

Hello EV friend,
i need your help. My problem is that most affordable controllers are not programmable and do only have a 3 speed switch to control max. speed. As far as i know the 3 speeds are 80%, 100% and 110 %, but what if the lowest speed option is not slow enough (max. 25 kph/15,5 mph) to be legal at a police control ? Is there a way to install a hidden potentiometer or switch to limit the max speed ?

I am a little bit sceptic about this schematic, it will lower voltage for hall sensor, and it can stop working under some voltage like 3V... Better i thing is connect trim pot as voltage divider from hall output, and centre of pot connect to original wire to controller

2.7vdc to be closer... Just a hair over half throttle input.

Keep in mind that this would also lower the home position voltage, creating an unwanted front end dead spot before throttle actuation.
