Loose headset problem

As the title says I have a loose headset. The scooter is a Synergy City Elite in Canada but in China where they're made they're sold under the names Langfeite and Laotie.

The problem is I can't figure out how to tighten it. I can't find anything that holds this together other than a hex bolt at the bottom of the steering tube. If that bolt was working loose it should be easy to turn it but I put enough pressure on it I thought I was going to break my ratchet and it won't budge.

Anyone know what's going on here? How is this headset assembled? What am I missing?

Is it a threaded or threadless headset?

If it's threaded, it will have a nut and locknut and washers on the steerer to do this with.

If it's threadless, it will have clamping bolts on whatever holds the handlebars, etc where that secures to the steerer tube. Then there will be a bolt thru a cap on the top of teh steerer tube that threads into a star nut that is inside the steerer tube. Loosening the clamp bolts just a bit and then tightening the bolt into the star nut, then retightening the clamp bolts should fix the loose headset.

If it is something that loosens over time, either the securing hardwrae isn't tightened enough, or there's enough leverage from the long steerer onto the headset, it may keep doing this, or ot may even be worn bearings or cups/cones causing the problem if it can't be tightened correctly.


If it's some custom design, then I don't know what they might've used to build and tension it with. If the long steering extension is removable, you might find tensioning hardware under it.
