M2S too slow

After installing new controller, cadence sensor, throttle, and new Bafang rear hub motor on a friends bike he purchased used, we can’t get decent performance in PAS 1-4 ( not as it used to be). From PAS 5-9 it runs out great!
Any way to unlock the missing speed? Thank you so much!

Gonna need more info, like:
Display model,
Controller model.
Usually, you can set individual power levels for each PAS level.

The display is an APT 800s ; the controller is LSW1106-58-16F
