Motor compatibility and regenerative breaking

Hey! I had a fat tire ebike with 48v system and went to my local bike shop to replace the system with a 60v one.
They installed a new 1000w controller with a new 48v 1500w hub motor (and they replaced it's cable with a thicker one) and 60v 21amp battery.
I was wondering why they didn't install a 60v motor, will my current motor have any problems?
Another thing is the regenerative breaking, I asked them about it and they told me it's not going to work, I didn't quite understand but they mentioned 48v in the conversation. Why do you think it'll not work? And do you suggest anything for this setup?

Edit: my motor has "S.BE-MOTOR-48V1500W230837261" engraved on it.

I'm betting they don't know what they're doing. If that's a direct drive motor, it's compatible with regen braking as long as you have torque arms on the motor. That looks quite a bit like a DD motor; am i wrong?
