Motor twitches only!

Building a small pocket bike, controller is a keenso 1000-1500w 48-72v. Battery is 3 new Milwaukee in series. Motor is a high end Chinese snowblower salvage(twisted the gearbox shaft). Chervon brand tool, but there is no usable data on the motor, stator is 90mm x 30mm, outrunner... Controller turns another smaller motor just fine... Throttle also used in small motor test, same controller. Any ideas for me?

I've prespinning the motor with a drill, in which case it just jerkily brakes. Also, both motor are sensorless.

I was going to say sense wires, does it have sense wires with 3 phase wires?

The issue motor does not have sensor wires, but the smaller test motor does, but, I didn't use them. Bother motors are effectively sensorless. I did order halls, I want to try adding sensors yet... Another test I did, spinning motor with drill, I got matching voltage between phases. And there is no shorts between phases or to frame...
