need help with gio electric scooter

i recently just bought a gio electric scooter (gio pb710) used, and it seems very slow, i clocked it at 14kph and its supposed to go up to 30kph. the green "turbo" button doesnt seem to do anything at all either. i looked at all the wireing and everything looks ok, what could be causeing it to be so slow? batterys are brand new, and the scooter looks in great shape.

There is a pushbutton switch on the handlebars that allows it to go slow speed, and high speed (high speed being 32 kmh).
