Need help with programming a Lingbo controller on my scooter

I would like to program the LBMC060122HK3A-M6, Lingbo controller on my scooter. It's a 60V controller and the serial number implies that it was made in 2018, so it's a recent model.

I'm pretty sure that it can be programmed via BlueTooth; however, I'm not sure what app to use in order to program it. I'm hoping that there is an APK that I can install on my Android phone, as I'm guessing that would be the quickest and easiest method of programming it.

Otherwise, would I need to purchase an RS232 <-> USB cable for my Windows 10 laptop? I found a Windows app, in another online forum, that apparently can be used to program a Lingbo controller. The GUI looks exactly like the app in this YouTube video:

But I'm not even sure what type of cable would be compatible with my controller.
 
Doesn't look like there is a Bluetooth option, not sure since I never owned any of those Golden Motor products.

The reason I linked to that YouTube video is that the software he uses in the video looks identical to the software I downloaded...

I'm pretty sure that Golden Motors, as small Canadian company, simply licenses products from Chinese manufacturers and rebrands them as "Golden Motors". It wouldn't surprise me if he's actually programming a Lingbo controller in that video.

The other confusing thing with Chinese manufactured goods in general is that there's so much rebranding going on that it's hard to tell who the actual manufacturer is for a given product. So, Lingbo could very well be one of several brand names with identical controllers.

Does any one know how to program a Lingo controller via BlueTooth? I found what looks very much like a BlueTooth dongle already attached to my controller, somewhat similar to this:
