I've been reading so many conflicting facts and opinions on these cells, so I have to ask straight out:

1. What is the real world constant discharge rate for these?

2. Do they have higher C than the 20R?

3. Are they NCM/NMC or NCA?

4. Are these what HPC is using in their Elite line of Li-NMC?

5. Can I do better if I want 40A from a 52V 10Ah pack as small and light as possible?

I would suggest not to go over 10 amps for a single cells while surging. Probably 2C constant. This is based off what I've seen in some discharge graphs from the budgedlight forum.

2. Do they have higher C than the 20R?
Similar discharge rates but the 20R I believe can be pushed harder without heating up quickly.

3. Are they NCM/NMC or NCA?
I believe they're NCA.

4. Are these what HPC is using in their Elite line of Li-NMC?
Dunno

5. Can I do better if I want 40A from a 52V 10Ah pack as small and light as possible?
I wouldn't go with such a small capacity for a pack unless you use the sony VT 2.6AH cell. Those can do 50amps surge. 4 of them will be excellent.

Panasonic NCR18650PF
Supposedly different chemistry, better for long drain
 
I've tried twice now on ebay to buy little sets of 4 off the NCR18650PD cells, both sets that arrived were fakes and had both poor performance and inconsistent cell-to-cell performance.

Both had perfect copies of the printed green shrink that comes on the real cell. There is a lot of demand for them right now and yet sources for the real thing are not easy to acquire, so the 18650-faking crew that used to be busy doing NCR18650A's seems to have transitioned to faking the NCR18650PD's now as the flavor of choice.
 
Hey did u try orbtronics or fastech ? they supposedly have originals... $6.75 per cell...

Apparently there's a tons of fakes right now, so every time you see a "deal" on 18650 cells, most likely it's a ripoff.

Ugh seriously? There should be a law against this. I'm going to have to check the 18650b batteries I got off ebay (for something else).

Do you have seller references? would be good to know.

And in term of capacity is it still ok?

I'm pretty sure there are several applicable laws, should people wish to pursue legal recourse about it. The catch is actually physically locating the sellers and getting law enforcement wherever they are to do something about it, if they aren't local to you.
