I agree you don't want to sacrifice water resistance. But it is not that hard to take almost any hall throttle and make it waterproof by potting the hall sensor wires. I have some I tested underwater.
Didn't even think about that. But there is one more important aspect of using standard cable operated throttle, the ease of throttle modulation. Give it a little or give it a lot of throttle. A good cable operated throttle gives you more of the familiar motorcycle feel when cracking the throttle.
