If most people are having the same problem and all they've done is charge it up to full, nothing else, then it sounds like time for a general recall by the company to replace whatever parts are causing it.
There are many possible problems that could cause a scooter not to move but to still turn on.
If it hasn't been used yet, you don't even know if it would have ever worked, so the possiblities including missing parts, wrong wiring, wrong parts, blown up parts, incompatible parts, wrong charger voltages, wrong battery voltages, software problems in whatever manages the system, wrong settings, etc.
If it has been used, then any information you can provide about what happened between the time it worked and the time it didn't, especially if the same things happened to the other owners' scooters (vibrations, bumps, ride to empty, ride hard, ride long, heat, cold, rain, other weather, etc), that may help us help you narrow down the possibilities.
Before you start taking things apart to check for any of these, I highly recommend dealing with the manufacturer or whoever all of you bought them from for warranty service first.
If you start working on it first, they may deny any warranty claims and then you're totally on your own to pay for whatever repairs are needed.
