I'm not sure to understand what's going on in this thread. Why is it that you don't just go the easy/obvious way and purchase a new charger just like this one:

Since apparently the issue is that your previous charger was going up to 29.7V, and provided you actually did the test I mentionned before which was to charge at 29.4V and check if everything works, I guess this sounds to me like being the smartest choice.
Unless maybe I missed something?
