TSDZ2 only 40 kmh or 25 mph

2 bikes came in last week equipped with TSDZ2 (last blue gear version).
The limit is set to the highest number, which is 45 kmh. However, the motor stops assistance at 40 kmh.
If I switch to mph, with limit set at 45 mph, the assistance stops at 25 mph, which again is 40 kmh.
So it seems the software does not allow to go over 40 kmh or 25 mph, no matter what gearing is used.
Anyone experienced this?
The kit is a late TSDZ2 250w/350w with blue gear and HX18 display. Software is stock, unmodified.

I think the TSDZ2 speed limiter works in a downward direction. You can raise it, but the controller has a preset top speed. Om the other hand, if you need 25 km/hour for the motor to cutoff, it will do that, Than again, that is just my opinion. When I had original firmware in my TSDZ2, 30 km/hour was its top speed. Motor didn't shut off. It just didn't spin any faster.

My old C'dale with TSDZ2 and original firmware goes 50 kmh, but that has a VLCD5 display. Maybe the limit is set by the display.

How about you unplug the speed sensor. I believe the motor will run without an error. See how fast it goes using an external speedometer,
