Will a BMS balance cells if the pack is not fully charged?

If a lithium ion battery can endure a greater number of cycles if charged only to 80%, will the BMS still balance the pack if it's not charged to a certain voltage?

For example, if this pack is only charged to 80%, will its BMS balance the cells?

I'm wondering if the BMS balances only at the end of a 100% charge or if it continuously balances as the battery is being charged.

Most likely no, most of the BMS's on the market balance only when a cell has reached it's cutoff voltage, witch in turn activates a little resistor that will drain the cell down a little like and then reactivate the charging process and continue doing this untill all cells are balanced.

only a smart BMS,cell balancer or a smart charger like the imax and whaat not, can balance cells regardless of their SOC

If the RC chargers like the IMax b6 can balance the pack at less than full, (without charging) I never found that feature in the menus. I just found balance charge, but you can select the lilo setting, and charge and balance at 4v.

I think devices like the cell medic can though.

A typical bms for a bike pack NO, it will only balance it when full. If you want to practice a lower than full charge most of the time, you will have to either balance it manually, like discharge high cells with a light bulb, or just occasionally charge to full when you want to balance it. Little harm to cells to charge full as long as you don't store them that way a long time. So balance, then ride asap. The ride can be just around the block a few times, to burn on a few %.
