Blinking LED and motor won't run...

So I just finished installing a new motor (identical to last one I had on the same bike but had to be changed). Hooked up wires exactly as I had them before but motor will not run. Infineon controller (35 amp version) from ebikes.ca has a slowly blinking LED. Don't know if that means something. Also, when I give a bit of throttle I hear the faintest "tick" from the motor but then nothing. I would suspect the wiring was off but like I said, same motor as before, hooked up the same way. Ideas?
 
It is a 9C clone. Has hall sensors. I just checked the voltages and those are good. Does the blinking LED on the controller mean anything?
 
if there is no pattern in the blinking you can assume it is not signalling some status failure. if it has a multiple number of pulses, it might indicate a problem with the controller.

I've found the same. I have lots of controllers that blink. When they blink with a consistent interval, everything is OK, but when there's a pattern of blinks, something is wrong.
