this manufacturer can sell its electronic bluetooth and li-on battery , I have only one question is that I have a motor of 400 watts and this electronic comes ready to 800 watts.

Sorry Mr. Torque but i need bluetooth electronics

By bluetooth electronics, what do you mean? If its is a complete all in one solution ready-to-go, plug-and-play style. There is not many I know of other than the one linked by Torque which works using the bluetooth standard between the receiver and transmitter. However, it requires some programming to fine tune the throttle to your ride style. Just remember, Nintendo uses the bluetooth protocol when they made the Wii remote for the Wii in 2006.

400 watts is not much. Very small. People average 1000watts hitting 25mph. You would likely burn up your motor at over 15 maybe. There's a thread here on the wattage people get. "Logging current"
