Computer PC fans label states 12V 600mA good for 19.50V?

it wont last long at all. Those 12 volt cooling fans burn out quickly after 15 volts. I burned out about 5 of them due to voltage surges. I had to use a voltage stabilizer to feed those fans. they are very sensitive to voltage spikes. I had an overvoltage relay that was suppose to cutoff power when it went over 14 volts, but it was too slow. After a while it gets expensive replacing fans.

Get a 24v version instead; it'll almost certainly operate on 19v, just run slower (and quieter) and move less air.

Get the largest diameter one you can fit in the place you're going to use it, and it will move more air for less noise.

Remove all grilles and whatnot that cause turbulence in the airflow; this also moves more air for less noise.

Overvolting those cheap computer case/psu fans is like overvolting a controller above the specs of the parts inside--it might work for a while, if it doesn't explode on first power-up, but it ain't gonna last very long. :/ They are not just motors, they are brushless controllers running the motors, usually a single-chip thing with few if any other external parts.
