Custom stealth e-bikes (like the GRACE)

Who would I talk to and how much would I be looking at for a super-stealth e-bike like the German GRACE? I don't need it as slick or fast, but I'd like a bike with decent components, good battery integration, and relatively light weight. Are there custom builders out there? Most of the commercial products I've seen are either very obviously e-bikes (huge hub motors, big, black battery bags, step-through frames, etc), or upwards of $5,000. I'd build it myself, but I'm short on tools/time/engineering knowledge/battery hiding know-how.
 
about $1000 in Ebike parts, (Motor, controller, batteries, ect) depending on the level of quality of componants, another $1000 or so for the bike parts. (you could do it as cheap as $100, butyou wanted quality)
And then the frame. If you can't build your own frame that hides the batteries like the Grace, you'll need to have a frame custom built. Expect $2000 to $3000 for a one of a kind production like that, if you engineer it your self.
 
I was looking for a happy medium between an awkward pack or big box on top of a rack, and total frame integration. Maybe an aluminum tube under the top tube painted to match the bike?

I'm a little wary about a direct-drive motor on the SF hills, but it's half the price of the Grace/PiCycle/Optibike, and very stealth.
