Depends on how fast you want to accelerate and if you want to go uphill with 30mph.

That 3kW estimate? Street tires, flat pavement. Knobby tires will take more power to do the same. More yet for grassy surfaces. Even more for sand. Even more for mud.

Also, that's power at the desired speed. If your controller and motor make enough power, but not at that speed, then you won't go as fast as the power could take you.
