Hong Kong at night

I'm not typically impressed by the "big city" but this is an award winning image and is facinating:

Hong Kong is certainly impressive.

Aren't there restriction on building anything taller or as tall as the Eiffel Tower to increase its effect? But i must say, I like Hong Kong waterfront. There are images out there when the water is filled with floating restaurant and so much brighter and cheery.
