If I push a 36v system along at full throttle with a 49cc gas motor at full throttle?

Well that's the idea anyways, I'm concerned wether or not the hub motor in situation will drag when not under load or cause damage being pushed passed useable power 12inch ish hub motor. So I can turn off the electric or have a bigger power source in the future

Depends on the hub motor. Geared hub with a clutch? Nothing will happen. Direct drive? It will generate power and try to charge your battery assuming your controller supports regen. Make sure not to do it when the battery is full.

If you drive faster than the electic would go, the generated voltage will be higher than your controller and battery can handle.

Is there such a thing as hybrid in motos?? Can you connect the front wheel to an alternator that charges the battery??
