I'll think you will succeed in the EU street legal matter. Make sure to read up on all and every parts of the requirements from Tüv, and ask them early on in the process if and what will be needed to be tested, certified or stamped by approved 3rd party.

We have a company in Norway that frequently makes insane one-offs custom cars. In the beginning they struggled with Tüv approval but when they learned the ropes they now nail it every time. Sure the process of getting on-offs approved are easier and require less effort on the manufacturer, but following Tüv recipe to the letter should get you there. Make sure to be in contact with your Tüv center early on and ask them about anything. Street legal moped 45km/h is less expensive then say Eu A1 certified. A1 would ensure highway capabilities but would also require A1 license. Moped 45 km/h I think most of all of Eu is drivable with regular B (car) license.

EU certification is a long and complicated path if you do it on your own especially in France.

I've been part of a team who's done it both for single véhicules (homologation à titre isolé) and for the full EU with the UTAC for the mandatory tests and the CNRV for the certification.

The two levels require a very different level of time and money investment as well as design complication. For the EU certification you need the EU certificate for every single off the shelf component you use and for cheap ones it can be hard. The biggest difficulty is to be compliant with EMC regulation. All the electronics must be shielded (power and signal) and it is not easy to understand what kind of shielding works for what. We spent a lot of time in private laboratories to figure this out and it has a cost!

I’ve been told that it is easier to get the certification in other countries from the EU. Many go to Spain for example.

Thanks for the infos, i'm in contact with Utac already. For the Full EU certification we are looking at 45K€+ in L1e category. We already did the work to have the bike CE certified.
So our first step is to check the reception en petite serie for the French marcket. From the info I have this would cost 8-10k for up to 50 bikes/year
I heard multiple times that the process was simpler in Spain for EU certification, if you have contacts i'm very interested !

We have our new prototype ready, we got the frame+swingarm at 6.55kg, with 4bar suspension. However at 12km into the first test ride we totaled the upper part. That was 20x2mm of 7020 AL formed to an oval shape then bent. The geometry provided a lot of grip (uncompressing the suspension sligthely under load) but the chain growth was quite big.
To continue with our freeride roadtrip we made a spare steel mono-pivot swingarm this morning, so we should be able to compare the ride characteristics of the two otherwise identical setups.

Total bike weight incl 160 18650 cells 36.8kg , the ride position is adjustable and we dropped the footpegs height quite a bit to fit taller riders too.

What with in mm does your handlebars have?
 
We like 750mm bars, we find 780mm or more à bit too wide for trails.

The battery box for the 161 is designed for 160 cells but 176 would fit max if you get rid of panel xlr3 charge port.
So up to 2.2kwh with 3.5ah cells
 
Adam, I am located in the really south of Germany and I would like to test ride your bike. Where can I do this? Do you have some dealers in Germany? Or will you be in Deutschland one day with your bike? :D

Are you looking to develop the P3 to any specific road-legal certifications or standards?

These damn LMX's are the only bike I really want, but I'd have to plate it as a low-speed motorcycle in my province...
