Math help! .pdf / .dwg / changing scale

When using a CAD program. Change scale.

Was 43.518666. Want it to be 100. So

100/43.518666 = 2.2978645531092337

This works perfectly.

Now using Adobe Illustrator. To change scale I need a % number. What is it?

Note:
230% is too big.
44% is too small.

Something has gone very wrong. No idea what I am doing?

Adobe Illustrator CC. Using inches. Measure with measure tool 1.7136". Want 100' to be 2.5" because scale is 1" = 40'

2.5/1.7136 = 1.4589169000933706

145.89169000933706%

Think a newer version of Adobe Illustrator might have a better dimension tool?

In AutoCAD scale is set in viewports created in paper space.

Model space where the actual drawing or modeling takes place is always done full scale.

The reason scale is set in viewports is you can create unlimited viewports and assign a unique scale to each one.

I've been using AutoCAD since 1996 release 10 before Windows. If you have anymore questions let me know.
