It's already out. It actually took me a while to find that out.
I had to visit the guy's tweet page at http://twitter.com/electricmovie as was linked to at www.whostoletheelectriccar.com , and apparently as can be seen from the comments, it premiered in Hollywood around October 5th, 2009. The only place I can find it to be "obtained" is at http://www.nemoursmarketing.com/DVDs/who-stole-the-electric-car.html - Apparently it isn't popular enough for the torrent world.
