Very unusual. Makes for difficult servicing. They can't send just a motor. They ahve to send you at least a motor and controller, prewired together.
Let's hope it's easier than it appears; some thoughts based on the little info and lack of clear pics I can find of the M21:
However, I don't see a way to get the controller out of the frame (probalby just in front of the seat) without disconnecting it from whatever wiring is there, which you can't do if it doesn't have connectors (unless you open the controller and desolder all the connecting wires...and then resolder them afterwards...same for isntalling the new controller and motor). If the motor wiring runs thru the frame, then it too must have a connector, or you have ot open the motor up to desolder the wires from inside and then get them out of hte axle, then do the reverse to install the new motor. I really really doubt they did things that way.
But it may be even worse / harder than that:
If the rest of the system is like the motor/controller, and there are no connectors at all it means they must send you a complete electrical system already prewired and ready to install on the bike (including the battery if it is not connectorized), and to install it you must take everything involved off the bike frame and then install the new one. If wires go thru the frame, that means disassembling every old part and every new part to unsolder and resolder all the wiring....
Even if everything else that's wired to the controller has connectors, and it's only the motor and controller you must take off and install as one wired set, it's probably not going to be much fun.
If it really is made that way, they'd pretty much have to send a new bike to anyone that has a hardware problem. Or have you ship your bike internationally to them and then back to you...which is going to cost a lot and take a while.
But:
That bike design is, externally, very very much like the Cemoto and other folding bikes. All of them that I've worked with *do* have connectors between motor and controller...inside the frame just in front of the seatpost, where the controller itself is housed, and where it plugs into each of the other things on the bike (display, throttle, PAS, battery, etc). Some of them also have another connector just outside that area.
