Need Help With Lyric Scooter Batteries

I have a 2011 Lyric RUN3R scooter that I bought used that has battery problems. The Lyric uses two 24 volt batteries to get its 48 volts. I think they are 10aH. The LED power indicators on the top of the batteries do not light up. I put the batteries on the charger and the charger light goes green within a few minutes, indicating a full charge. The readings I get are: Left battery 25.94 Right battery 27.68. The scooter will only run for a few minutes and only on the lowest power setting. Any quick acceleration and the scooter goes dead. If I take the battery off and put it back on again I can go some more, but only on the slow speed.

So I am guessing being 4 years old these batteries are at the end of their life. But I don't anything about this type of battery so I am guessing.

Here's what I wonder:

1) Are they dead?
2) Is my next step to take them apart for further diagnosis?
3) Can I rebuild the batteries or should I have them rebuilt by someone like Ping?
4) Should I buy replacements from the dealer?

I have wired in some SLA packs I have for now and I ride the scooter all over. It's a great ride and I really enjoy it, I use it for mobility in the neighborhood and in stores (I have trouble walking far.) Just time to upgrade back to the original lightweight lithium batteries. The dealer sells them for $750 and I think the replacement batteries are 14aH now, I am hoping to find a less expensive option.

Any suggestions would be greatly appreciated.

I don't have any other chargers other than SLA chargers. I took the battery apart some more and here's what it looks like. Is the blue shrink wrap something I can replace if I take it apart further? The writing on the sticker seems to say 10 10 23 - 150. There seem to be 8 batteries combined into this one battery. This battery fit in the enclosure very tightly. Stamped on the blue shrink wrap is LITIAN 24V10AH 101117

What type of lithium batteries do you think I have?

There is an 8 pin connector with 7 black wires and 1 red connected directly to the batteries. I connected a multimeter and read the pins like outlined here http://scriptasylum.com/rc_speed/lipo.html. So for the 7 positions I got the following readings:

1: 3.33
2: 3.32
3: 3.32
4: 3.48
5: 1.91
6: 3.45
7: 3.3

Total Voltage reading: 21.98

Measuring from the power connector I get a reading of 24.96 so I must not be measuring all the cells off the 8 pin. Subtracting 21.98 from 24.96 leaves me with the last cell measuring 2.98.

From what I see, it appears that you have 8s lifepo4 battery packs. And the one that has a cell under 2V is probably the main problem of why it cuts out on you. Being that low the bms would surely cut out.You could try leaving it on the charger for 12 hours are more to see if it will come up or try charging the individual cell alone.
 
I'm sure that might be correct for current models, but you have a 2011 model, and the AH size is different. If they are LMO cells, then the voltages are way off. They have a nominal voltage of 3.6V and charge to 4.2V. The voltage you presented are more in line with LFP cells which have a nominal voltage of 3.2V and charge to 3.6V. A 24V LMO pack would consist of 7 cells while a 24V LFP (lifepo4) pack would consist of 8 cells. The voltages you present indicates 8 cells, which is in line with an 8s LFP pack.
A 24V LMO pack should charge to ~29.4V, while a 24V LFP pack should charge to ~28.8V.

I still have the charger but I built new battery packs and I am using the charger with those. I noticed my Swagtron Swagger 24v uses the same output charger, and you can get one of those for about $12
