Power assist level not working

I recently purchased a controller from Alibaba, controller is 48v 25A sinewave with s866 display. Problem is that it Power assist level is not working. P05 is set to 1,but speed is same at all level. My ebike use only throttle,no PAS. Please help fixing 1-5speed level

Is P10 set to 1 as well?
 
On some controllers, the throttle response is the same in all PAS levels, Are you getting a strong throttle response consistent with a 25A controller?

Is the speed reading on the S866 reading properly?
 
Is P9 set to 0?
Sorry, it is known, that the controller firmwares that use the No2 protocol for the S866 are behaving completely unpredictable.
So you will just have to try what is possible with your certain controller.
But having speed levels with the throttle is not usual for E-Bikes. You get full power in each level normally.
I know assist level dependent speed limits for throttle operation from scooters only.

I misread his issue. For some reason I thought the problem was not having access to full power/speed with the throttle, instead of being able to limit it with the assist levels.
I tried the setting when I was using a KT controller to have that behavior (throttle power dictated by the assist levels) and it sucked, so it didn’t occur to me that someone would want that.
