Even if the cells are legit, seller is a joke. 
1) legit cell would present marks
2) they mix Sanyo, Sony and Panasonic all together. At least 1 brand to much.

nkon is legit. who cares how they group the cells...
my guess is rhe ncr18650bl is similar to the bf... some kind of new chemistry test run.
ncr18650be will still be a better cell for ebike/vehicle.

It could have similar properties as the Samsung 29E where it has a high capacity if the draw is low but will sag and loose its promised capacity at higher draw. (try flicking between 2A and 5A draw on the chart and see the difference in behavior)
