Should there be continuity between phase wires?

Trying to test motor coils, I know they're not supposed to short to axle/chassis. But is there supposed to be continuity say testing between blue and green phase wires on motor side?

Yep, search "Wye termination" and you will see the ends of each of the 3 phase leads join together.

A field test for that is shorting two of the three phase wires together then turning the motor by hand. It should have lots of cogging and resistance to turning that goes away as soon you stop shorting the wires. Then you keep going until you have done all three combos.
